The party encounters the first Cultist in the Ferdok Sewers when you are purchasing Finn of Ferdok after the murder of Jessica, during the quest Murders in Ferdok. The Cultist tries to stop you and blocks your path. Once you leave the sewers and enter the Town House you will be attacked by two more Cultists.
